KARACHI – The Constitutional Bench of the Sindh High Court (SHC) has issued fresh notices to the Chief Secretary of Sindh, Mayor Karachi, and other high-ranking officials, seeking their response by May 7 regarding petitions filed against the implementation of the e-challan system.
Court Proceedings
During the hearing on Monday, the court expressed concern over the lack of response from several key stakeholders. While the Transport Department submitted its reply, the Chief Secretary, Secretary Local Government, DG KDA, and Mayor Karachi have yet to file their versions.
Petitioner’s Arguments
Advocate Tariq Mansoor, representing the petitioners, highlighted the economic burden on citizens, stating that fines have reportedly increased by 1,000% to 5,000% compared to 2023. With the current minimum wage and rising unemployment, the lawyer argued these penalties are beyond the reach of the common man. He further noted that the DG KDA is responsible for signals under the Traffic Engineering Bureau Act, while the Mayor oversees 106 major roads.
Government’s Stance
On the other hand, the counsel for the Transport Department defended the system, maintaining that e-challans are a matter of public safety and the petitions are not maintainable. According to the department, traffic accidents have decreased by 40% since the enforcement of the e-challan system.
The Directive
The Constitutional Bench has ordered all parties who have not yet responded to submit their replies by May 7 to ensure the proceedings can move forward.
