KARACHI – In a major relief for academic and non-academic staff, public sector universities in Sindh have begun adopting the federal government’s 85% increase in the House Ceiling Allowance. Following the footsteps of the NED University of Engineering and Technology, two more prominent institutions in Karachi—Dawood University of Engineering and Technology (DUET) and Benazir Bhutto Shaheed University Lyari (BBSUL)—have officially started disbursing the enhanced allowance to their employees. Official sources from both universities have confirmed that the 85% increment is being disbursed directly alongside monthly salaries.
Impact and Background of the Allowance Hike
The 85% increase was initially announced in the 2025/26 federal budget and officially implemented via a notification in November 2025. This adoption brings a massive financial impact for university staff; the allowance for Grade 22 officers has increased from PKR 89,000 to PKR 165,000, while the allowance for Grade 1 and 2 lower-tier employees has nearly doubled from PKR 6,500 to approximately PKR 12,000.
Institutional Breakdowns: How It Was Approved
Dawood University of Engineering & Technology (DUET)
Speaking to Express, official sources from DUET stated that the university secured final approval from the Controlling Authority (Chief Minister of Sindh) after passing resolutions through its Syndicate and Senate. The Chief Minister’s approval strictly notes that no financial burden regarding this allowance will be placed on the Sindh Government. DUET is funding the entire 85% hike through its own treasury, backed by efficient financial planning and sufficient internal grants.
Benazir Bhutto Shaheed University Lyari (BBSUL)
Following the implementation at NED and DUET, employees at BBSUL requested a similar adjustment. Since the university already integrates the house ceiling directly into the monthly payroll, the administration swiftly adopted the increment to meet employee demands. Consequently, the staff members have already received their April salaries, disbursed in May, inclusive of the new upgraded House Ceiling Allowance.
