KARACHI: The Constitutional Bench of the Sindh High Court (SHC) has issued a written order regarding the implementation of the Karachi Strategic Development Plan (KSDP) 2020, warning of legal consequences in case of any deviation. The bench, headed by Justice Adnan-ul-Karim Memon, directed the Sindh Government and relevant authorities to ensure full compliance with the court’s previous directives issued on February 10, 2026.
The court specifically reminded authorities of the February 20, 2026, order requiring the notification of the Sindh Building Planning, Control, and Demolition Rules within a 90-day period. It was further clarified that the KSDP 2020 must be executed in accordance with the Supreme Court of Pakistan’s prior judgments and shall remain the legally binding master plan until the Greater Karachi Plan 2047 is formally approved and notified. Any departure from the Strategic Plan 2020 will now result in strict legal action against the defying departments.
Justice Adnan-ul-Karim Memon remarked that while matters involving multiple agencies and policy frameworks often fall outside the typical scope of constitutional jurisdiction, the court has already issued comprehensive orders to ensure the city’s organized development. The court emphasized that the provincial government must bridge the policy gaps to avoid further administrative chaos in the city’s urban planning.
