KARACHI – In a move that has raised eyebrows across the academic sector, the Sindh Universities and Boards Department has replaced the Controller of Examinations of the Board of Secondary Education Karachi (BSEK) just four days before the annual matriculation exams are set to begin. According to a notification issued by the Secretary of Universities and Boards, Zia-ul-Haq has been removed from the post. In his place, Ahmed Khan Chhatto, an official from the Larkana Education Board, has been appointed on a one-year deputation. Critics point out that instead of a merit-based appointment through a formal advertisement process, the department opted for a sudden transfer.
Concerns Over Lack of Experience
The appointment has sparked concerns regarding the administrative handling of the upcoming exams as Chhatto was previously serving as the Inspector of Institutions in the Larkana Board and reportedly lacks direct experience in managing large-scale examination processes. This is his second attempt at a Karachi posting; he was previously appointed as Controller at the Intermediate Board Karachi but left without taking charge due to undisclosed difficulties.
Future of 325,000 Students at Stake
With the matriculation exams scheduled to start on April 7, the timing of this shuffle is being termed “critical.” BSEK is the largest board in the province, with over 325,000 candidates appearing for 9th and 10th-grade exams this year. Essential pre-exam logistics, including center fixation and the issuance of admit cards, are still underway, and educators are worried that handing over such a massive operation to a new officer at the eleventh hour could jeopardize the academic future of students.
