BRT Red Line Lot 2 Contract Termination Overturned By Dispute Board

KARACHI: The Dispute Board has declared the Sindh government’s decision to terminate the contract for BRT Red Line Lot 2 illegal and a violation of contract terms, ruling that project delays stemmed from frequent design changes and administrative flaws by the management team and consultants rather than the contractor.

The cancellation notice issued on April 21—along with the subsequent office sealing and work suspension—was determined to be hasty and unlawful. The board found the project management and consultants fully responsible for the delays due to continuous design alterations, noting that by the time the contract was cancelled, revised designs for 15 out of 16 stations had still not been provided to the contractor, with only one station’s design delivered as late as November 2025. Following the initial termination, the case had been taken to the Sindh High Court, which referred the dispute to a three-member board of senior Pakistani engineers that ultimately ruled in favor of the contractor by a 2-1 majority.
