KARACHI: Chief Minister Syed Murad Ali Shah chaired a high-level provincial cabinet session that greenlit a series of transformative structural reforms aimed at overhauling Sindh’s fiscal architecture and accelerating infrastructure delivery through modernized public-private governance. Central to the financial overhaul is the initiation of a comprehensive Provincial Finance Commission (PFC) Award, for which the cabinet approved the appointment of Dr. Ashraf Wasit as an individual consultant for a six-month tenure. Dr. Wasit will spearhead technical assistance, conduct granular financial diagnostics, evaluate legacy PFC frameworks, and orchestrate broad-based stakeholder consultations to design an equitable, transparent resource-sharing model that bridges the fiscal gap between the provincial government and grassroots local councils.
Complementing these fiscal decentralization measures, the cabinet enacted a sweeping institutional modernization by approving the Sindh Public-Private Partnership (Second Amendment) Bill 2026. This legislation formally transitions the existing Public-Private Partnership Unit into a corporate, state-owned private limited entity designated as Sindh Public-Private Partnership (Private) Limited. This strategic institutional pivot entails the seamless transfer of all assets, liabilities, ongoing contracts, administrative records, and personnel to the new corporate body while strictly safeguarding employee service continuity. The newly incorporated entity is vested with broad administrative powers to fortify departmental PPP nodes, deploy rigorous human resource frameworks, institute advanced performance-tracking metrics, and optimize reporting channels, ensuring that critical development initiatives are executed with heightened operational efficiency, institutional resilience, and absolute timeliness.
