Sindh Cabinet Approves 22-Point Agenda: Tougher Ban on Gutka & Mawa, Salary Hikes, and Major Infrastructure Upgrades

KARACHI: The Sindh Cabinet, led by Information Minister Sharjeel Inam Memon, has approved a comprehensive 22-point agenda aimed at strengthening public health, expanding civil servant welfare, ensuring food security, and driving urban development across the province.

To combat the alarming rise of mouth cancer among the youth, the cabinet approved stringent legislation and harsher penalties against the production, sale, and transport of Gutka, Mawa, and Mainpuri, while granting enhanced enforcement powers to the Narcotics Control Department. Alongside public health initiatives, a substantial relief package was announced for provincial government employees, effective from July 1, 2026. This package includes a 2% differential allowance based on 2022 frozen basic pay for Grade 1–16 workers, a 50% increase in conveyance allowance for all provincial staff, and an enhanced special conveyance allowance for disabled employees, raising it from PKR 6,000 to PKR 10,000 per month.

To ensure food security and curb market hoarding, the provincial government decided to procure 665,000 metric tons of wheat from PASCO and import an additional 500,000 tons, with Memon criticizing the Punjab government for unconstitutionally restricting wheat transit. On the infrastructure front, plans were approved to build a modern 400-acre truck stand on Karachi’s Northern Bypass to relieve urban traffic congestion, allocate 22 acres for the Kunri Chili Market, and revise the budget for the Dumlottee Water Line project. Additionally, the cabinet sanctioned participation in an international forum in China and authorized specialized task forces to address climate change, water issues, and artificial intelligence integration.
