KARACHI (May 7, 2026): The National Database and Registration Authority (NADRA), the sole authority responsible for issuing identity documents to Pakistanis at home and abroad, has clarified the rights of citizens when facing service denials at its centers.
In a recent video podcast, NADRA’s Public Information Officer (PIO), Syed Shabahat Ali, explained the steps a citizen should take if staff at any NADRA center refuses to process a request for an ID card, NICOP, B-Form, or any other document.
Demand a Written Reason: If a service is denied, it is the citizen’s right to ask the Office In-charge for a written explanation regarding the refusal. List of Required Documents: The Office In-charge is legally obligated to provide a written list of any missing or required documents needed to complete the process. Universal Acceptance: Once a citizen completes the documentation as per the provided list, those documents will be accepted at any NADRA center across the country.
“The Office In-charge is bound to provide the list of required documents in writing once. After fulfilling those requirements, the citizen can visit any center nationwide to avail the service,” stated Shabahat Ali.
This clarification aims to empower citizens and ensure transparency within the hundreds of NADRA registration centers operating across Pakistan.
