KARACHI: The Hill Park plot controversy has intensified following new revelations involving top officials of the Karachi Metropolitan Corporation (KMC) Land Department. An alleged No Objection Certificate (NOC) bearing the signature of Director Land has surfaced, even as KMC suspended Deputy Director Land (Jamshed Town) Noman over a similar conditional letter. According to details, the dispute concerns plots allegedly created by cutting into the Hill Park hill. Mayor Karachi has formally written to the Federal Ministry of Housing and Works, requesting the complete record of Plot No. G-4-39.
KMC authorities issued a suspension order for Deputy Director Land Noman for issuing a conditional NOC on April 30, 2026. The conditional NOC stated that KMC would have no objection to construction if the land fell outside KMC limits and within the relevant housing society’s jurisdiction. Following the issuance of this letter, Noman was suspended, directed to report to the Human Resources Management (HRM) department, and KMC has decided to issue a formal charge sheet against him.
The scandal took a new turn when another NOC, allegedly signed by Director Land Adnan Zaidi, emerged in the public eye. This document, bearing letter number DL/KMC/232/2026 and dated April 21, 2026, states that the Director Land allegedly disassociated KMC from the ownership of the disputed plot. Despite this development, no suspension, transfer, or departmental action has been initiated against Director Land Adnan Zaidi so far.
When contacted for his stance, Director Land Adnan Zaidi strictly denied the authenticity of the April 21 letter, terming it a fabrication. He stated that this letter was previously forwarded to him by Director General Parks Arif Khokhar, and he had immediately informed him at the time that this NOC is completely fake. Attempts were made to contact DG Parks Arif Khokhar for his comments on the matter, but he did not respond to the calls. According to KMC sources, a high-level investigation is currently underway, and the complete facts regarding the Hill Park plot will be brought to light soon.
