KARACHI – In a major move toward financial accountability, the Chairman of the Sindh Assembly’s Public Accounts Committee (PAC), Nisar Ahmed Khuhro, has directed a comprehensive three-year special financial audit of all 246 Union Committees (UCs) across Karachi. The directive was issued following a formal request by Mayor Karachi, Barrister Murtaza Wahab.
Investigation into Funds and Expenditures
Alongside the audit, the PAC Chairman has demanded detailed reports regarding the utilization of monthly OZT (Octroi District Tax) funds, overall expenditures, employee salaries, pension allocations, and road cutting charges collected by all Town Municipal Corporations (TMCs).
Billions in Funds Unaccounted For
Highlighting the scale of provincial funding, Nisar Ahmed Khuhro revealed that the Sindh government provides a monthly OZT fund of PKR 1.2 million (12 Lakh) to each UC. Collectively, this amounts to PKR 295.2 million (29.52 Crore) distributed to Karachi’s 246 UCs every month.
“The Sindh government is releasing massive funds monthly, but there is absolutely no clarity or public record on where and how the UCs are spending this money,” Khuhro stated.
Crackdown on Road Cutting Charges
The PAC Chairman also pointed out that Karachi’s towns have collected billions of rupees under the guise of road cutting charges. To investigate this revenue stream, Khuhro has officially ordered the Director General (DG) Audit and the Local Government Department to summon all relevant details and submit a comprehensive report immediately.
