KARACHI – A citizen has approached the District and Sessions Court to challenge a heavy e-challan of Rs. 10,000, raising questions about the fairness of the traffic police’s automated ticketing system and their failure to clear actual encroachments. The petitioner, Khawar Hanif, filed the plea through his counsel, Saadat Yar Khan Advocate, arguing that the fine was unjustly issued on February 27 in the Saddar area.

The petitioner claims he did not park the vehicle but merely stopped for less than a minute for a quick pick-and-drop. While the e-challan was issued to the petitioner, several motorcycles were reportedly parked illegally at the same spot without any action being taken. The plea states that instead of removing permanent encroachments, the traffic police are targeting specific individuals to meet targets.

After his complaint was rejected by the Traffic Police Review Committee, Hanif moved the court to declare the Rs. 10,000 e-challan null and void. The petition maintains that the traffic police have failed in their primary duty of managing encroachments and are instead penalizing citizens unfairly.
