The environmental protection agency attributes this spike to the combination of dry Siberian winds and high levels of construction dust across the city. Authorities have advised citizens, especially those planning to stay outdoors tonight for New Year festivities, to use face masks and protective eyewear to avoid complications from the persistent smog.
